Census-Warden Hakim al-Sabri is the Meridian clerk posted at Miscounted Door, keeping two tallies of the same warren that have never once agreed with each other.

Overview
Hakim al-Sabri wears no armor at all, just a scholar's robe and a clerk's gloves - he is the wing's bookkeeper, not one of its guards, and he never sets foot in the warren himself. He sends a party in to do what his own count cannot: kill enough of the warren's drifting things, carry the tally down to the Tally Stone in the deep vault, and let the stone summon the one entry that never should have been on the ledger at all. When it falls, he dates his signature next to the total.
Census
Talking to Hakim al-Sabri enters you in the ledger for Miscounted Door and sends you to settle its count: kill twenty-five of the warren's Lattice-Bent trash, then use the Tally Stone in the deep vault to summon and kill The Miscount. Report back and he pays out.

Once the census has been settled the first time, the Tally Stone stays willing to summon the Miscount again on each later visit, so the loop afterward is a straightforward hunt-and-report rather than a fresh twenty-five kills every time.
Dialogue
Speaking to him for the first time:
- "The count is wrong. It has been wrong for years. Tally the warrens, cull the marked, and bring me a number I can defend."
Asking after the work while it's still open:
- "The census on the Miscounted Door will not balance; something in there is counted that is not always there to count. Before you find it, put the number right - kill twenty-five of the drifting Lattice-Bent things in that warren, then carry the count down to the Tally Stone in the deep vault and press your hand to it. The stone will not lie about a total the way I might. Once the number holds, whatever you are chasing will answer."
While the census is still in progress:
- "The order stands. The ledger is patient; the doors are not."
Once the Miscount is dead and the census settles:
- "So it existed today. The census balances, today, and I have dated my signature next to the total."
The first time it settles, he also adds:
- "Take the Collar; whatever it was, the number is honest for the first time since spring."
Once paid, until the day's tally resets:
- "The ledger says you have been through recently. Doors keep their own time; come back when yours has passed."
