Salvage Forge
The Salvage Forge turns a stack of your own single-use salvage bags into a reusable, multi-charge Hammer, without spending any Trade Notes on the Hammer itself. It is the sixth of the Custom Crafting mechanisms, and the only one that does not touch a piece of gear at all.
What it does
The tool is the Hollow Hammer: it carries no material of its own and cannot be used on armor, a weapon, or anything else you'd normally craft. Instead you use it on a full bag of Tiger Eye, Obsidian, Tourmaline, Amethyst or Serpentine salvage already sitting in your pack. It consumes that bag, plus several more full bags of the same material found anywhere in your inventory, plus the Hollow Hammer itself, and in return creates one full, ten-charge Hammer of that material - identical to one bought sealed from Salvage-Broker Bevan Tolliver.
Matching is by material only, not by which specific bag you click. Every eligible full bag of that material anywhere in your packs - main pack, side packs, all of it - counts toward the total, and the game takes whichever ones it needs.
A Hammer can never be eaten as a bag. An existing multi-charge Hammer of the same material does not count toward the total; only ordinary single-use bags do.
The price scales with skill
How many bags the forge needs depends on your current value in the tinkering skill that material answers to - Armor Tinkering for Tiger Eye and Obsidian, Weapon Tinkering for Tourmaline and Amethyst, Magic Item Tinkering for Serpentine:

A Hammer bought outright from Bevan already holds ten charges for ten Trade Notes - the same price per charge as buying ten single-use bags one at a time. The Salvage Forge is not a cheaper way to acquire a Hammer in Trade Notes; it is a way to turn skill investment into a discount on the bags themselves, so a well-trained tinker can forge a full Hammer from as few as seven.
The Hollow Hammer's own appraisal panel shows what a forge currently costs you, one line per tinkering skill, using your own current value in each.
How to use it
Put the Hollow Hammer and the bag you want to spend both in your pack, neither of them equipped, then use the Hollow Hammer on that bag. If you do not have enough matching full bags for your current skill, you are told exactly how many you have and how many you need. The game checks your bag count twice - once when you use the tool and again right before it takes effect - so moving, dropping or spending bags mid-animation is caught rather than silently ignored.
The Hollow Hammer is consumed on a successful forge, the same as any other salvage tool.
Getting the Hollow Hammer
Salvage-Broker Bevan Tolliver sells it sealed, for one Trade Note:
